Converter not uploading file

Issue summary: 

I am getting this message when trying to upload a file to CSV converter.  The file IS on the desktop.  I have also tried to upload it from another directory.  I have also tried to rename the file.

The specified file temporary://bank.csv could not be moved, because the destination is invalid. More information is available in the system log. Error moving file
