Issue summary:
I tried both file types to Quicken 2016. None of them was successfull.
QIF seemed to import but didn't list any transaction. QFX gave an error message.

Can you attach the CSV to this issue?

I'm having a similar issue. I've done the same steps before. I upgraded to Quicken 2017 V R6 (Property Manager) 26.1.6.1
I have a simple CSV of my Home Depot transactions. I'm using the same mapping as previous imports. QIF won't upload.
My Home Depot account is in Quicken as a Cash account because Quicken will not allow QIF for other account uploads.
Help, please - if you can.
